CDM 2007 The Clients Role

A summary of the clients duties under CDM 2007 as outlined in the acop:

Check competence and resources of all appointees

Ensure there are suitable management arrangements for the project including welfare facilities

Allow sufficient time and resources for all stages

Provide pre-construction information to designers and contractors

Once a project is notifiable additional duties are placed on the client:

Appoint CDM co-ordinator

Appoint principal contractor

Make sure that the construction phase does not start unless there are suitable: - welfare facilities, and - construction phase plan in place

Provide information relating to the health and safety file to the CDM co-ordinator

Retain and provide access to the health and safety file

The client has substantial influence over the way a project is run, because of this the client is made accountable under CDM 2007...

Pre Construction Information

The client is required to provide specific health and safety information relating to the project.

This information is known as the pre construction information and is required to identify hazards and risks associated with the design and construction work.

On notifiable projects the CDM Coordinator will advise the client as to what information is required and arrange for this to be given to the designers and contractors.

Appointment of the Principal

Contractor

On a notifiable project the client has a duty to appoint a competent principle contractor.

Again the early appointment of the principal contractor allows time to develop the construction phase plan and to make arrangements for the start on site to be as smooth as possible.

For the purposes of continuity the client should ideally keep the same principal contractor through the project, also there can only be one principal contractor at any one time.
